Basic Policy on Support for Students with Disabilities 障がい学生支援の基本方針およびガイドライン

Toyo University’s Basic Policy on Support for Students with Disabilities

In order to support all Toyo University students with disabilities, on April 1, 2013, Toyo University established a Support Committee for Students with Disabilities. Since then, Toyo University has devoted a great deal of effort in improving its educational environment (i.e., accessibility) and supporting students with disabilities in their everyday campus life—especially in their full participation in academic programs.

To improve its educational environment and support students with disabilities, Toyo University drew up the following Basic Policy in conformity with “Handling Guidelines for Eliminating Discrimination against Persons with Disabilities from Projects under the Jurisdiction of the Ministry of Education, Culture, Sports, Science and Technology (MEXT)” (Notification No. 180 enacted in 2015 by MEXT ), which is based on Article 11, Section 1 of  “Act for Eliminating Discrimination against Persons with Disabilities” (Law No. 65 enacted in 2013), which was enforced on April 1, 2016.  Toyo University will strive to support students with disabilities by creating guidelines with details on what support it will provide and how the support will be delivered, in accordance with its Basic Policy comprising of the following principles.

1.Ensure opportunities to learn, and enhance types and ways of support
To ensure the educational equality of students with disabilities, Toyo University will strive to help them secure their opportunities to learn and will enhance its types and ways of providing support.

2.Improve Toyo University’s educational environment (including its facilities and equipment)
To ensure the safe and efficient participation of students with disabilities in its educational contexts, Toyo University will actively collect opinions from all Toyo students with disabilities and strive to improve its educational environment.

3.Make Toyo University’s efforts to ensure educational equality public
In accordance with its student acceptance policy and this Basic Policy, Toyo University will strive to inform existing students and prospective students of its support systems, universally designed facilities and equipment, and types of support.

4.Develop educational support programs with recipients
Support programs will be decided on the request from students themselves or from their parents. In order to ensure that students with disabilities experience educational equality such as equal participation in educational contexts, the recipients’ needs will be thoroughly considered and the decision on the necessary type(s) of support will be based on the mutual understanding and agreement between University representative(s) and the recipient himself or herself. Support programs will be revised whenever necessary, with the agreement of both parties.

5.Establish support systems
To enhance educational support for students with disabilities, Toyo University will set up offices that specialize in individual services such as providing consultation with instructors or staff about the ways Toyo University offers support, lending assistive devices, and assigning volunteer staff to give assistance.

6.Ensure equality in education
Toyo University will help students with disabilities to secure opportunities to participate in classes as well as other facets of university life by guaranteeing information accessibility and providing in-class communication support. In addition, Toyo University will provide reasonable accommodation for examinations and will devote itself to ensuring fair evaluation.

7.Raise awareness of disabilities  
To enhance the understanding of disabilities and ways of offering support, Toyo University will create opportunities such as training sessions and also distribute leaflets for students, instructors, and staff to deepen their understandings of various disabilities so that all of the faculty members and students can offer proper support even more effectively.

















第1 東洋大学における不当な差別的取扱いの基本的な考え方


  1. 不当な差別的取扱いであるとの判断は、前項に掲げる行為の結果、障がいのある学生が、その権利を侵害され、不利益を被ることを要件とします。
  2. 障がいのない学生と異なる対応が必要となる場合は、障がいのある学生本人または保護者の理解を得られるよう、その理由についての説明に努めます。

第2  東洋大学における合理的配慮の基本的な考え方


  1. 合理的配慮は、一律に決められるものではなく、障がいのある学生個々の状態・特性、および、授業等の目的・形式その他に応じて提供される個別性の高いものです。
  2. 合理的配慮の内容は、各学部・学科、研究科・専攻等における教育方針(人材養成の目的・教育目標、アドミッションポリシー・カリキュラムポリシー・ディプロマポリシー)のもと、修学に必要かつ提供可能な支援について、障がいのある学生の支援ニーズを勘案しつつ、障がいのある学生本人または保護者と学部・学科、研究科・専攻等の当該部署との相互尊重に基づく対話と合意形成の上、決定されます。
  3. 合理的配慮の内容は、必要に応じて、障がいのある学生または保護者と学部・学科、研究科・専攻等の当該部署の話し合いと十分な説明のもとに見直し、改善されるものとします。
  4. 配慮の合理性の判断にあたっては、学部・学科、研究科・専攻等の当該部署にとって、体制面および財政面において、均衡を失したあるいは過重な負担とならないものであることを要件とします。

第3 東洋大学における障がい学生支援体制

  1. 東洋大学は、障がい学生の教育及び学生生活等の支援を通じて修学環境の向上を図ることを目的として、東洋大学障がい学生支援委員会を置いています。同委員会は、別に定める「東洋大学障がい学生支援委員会規程」に則り運営されています。
