Returning to our roots as we embrace the challenges of globalization

本学は2016（平成28）年7月、将来の日本のあり方を見据えて、東洋大学ビジョン「Beyond2020」を策定しました。これに基づき、「グローバリゼーション」「イノベーション」「創造力」「人間価値」という4つをキーワードに大学改革を推進しています。

近年、グローバリゼーションの進展は目覚ましいものがあります。物質中心主義であった20世紀の経済システムを超え、新しい価値体系を求めて世界的にイノベーション競争が繰り広げられています。加えて、国連の持続可能な開発目標（SDGs）に象徴されるように、世界が1つの統一体として動く可能性も見えてきました。背景にあるのは一人ひとりの人間の価値を大切にしようという意識であり、今こそ「人間とは何か」「人間全体の価値をどう高めるか」を深く考えていくことが重要なのです。

そこで、高等教育に必要になるものが学問分野の総合化です。それぞれの専門分野を深める一方で、文系でも科学や技術や情報を理解し、理系でも哲学や文学や倫理を学ぶという学際融合の要請が高まっていることを意味します。本学の建学の精神「諸学の基礎は哲学にあり」は、まさにこれからの時代に求められる概念だと言えます。

In July 2016, we formulated the Toyo University vision, “Beyond 2020,” focusing on our concept of Japan’s ideal future. Based on this vision, we are striving to reform the university guided by four keywords: “Globalization,” “Innovation,” “Creativity” and “Human Values.”

In recent years, the progress of globalization has been remarkable. We are now in the midst of an ongoing worldwide competition to innovate in pursuit of new value systems that extend beyond the materialistic values of the 20th century. Beside, as symbolized by the United Nations’ Sustainable Development Goals (SDGs), the prospect of globally aligned progress is coming into view. Against the background of such a shift, we see a growing awareness of and respect for the individual value each human life represents. Accordingly, now is the time for us to reflect deeply on the questions “What does it mean to be a human being?” and “How can we elevate all human life?”

In view of the above, higher education will require the integration of different academic disciplines. This means that the demand for interdisciplinary studies will increase, such that, for example, students majoring in humanities will have a sound grasp of science, technology and information studies while those majoring in science subjects will also study philosophy, literature and ethics. The founding spirit of Toyo University—encapsulated by the phrase “The basis of all learning lies in philosophy”—describes the very concept that will be required in the coming years.

日本では今後、少子化と高齢化がより一層進みます。2100年には人口が約4985万人になると推測され、社会構造そのものが大きく変化します。そうなると、GDPに象徴される既存の経済指標は実態にそぐわなくなるでしょう。これからの社会では、これまでのような単純な規模の追求や数字の集積を超えた新しい指標、例えば人間の創造性と価値を高めていける指標が必要です。

本学はそのような社会の変化に対応できる人材を輩出する教育研究機関であることを目指して、教育研究の充実に取り組みます。具体的には“4つのC”に注力したいと考えています。4つのCとは「Commitment to Globalization」「Challenge for Innovation」「Creation of New Value」「Contribution to Society」です。グローバリゼーションへの関わり、イノベーションに向けた挑戦、新しい価値の創造、そして社会への貢献、これらをより一層推し進めたいと考えています。

これは教員の真摯な努力とともに、職員も十分な知識を獲得し、的確な将来展望のもとに大学運営に当たる必要があります。教職員が一体となって、「チーム東洋」として新しい社会のニーズに応えていきます。

我々は、世界標準の教育研究の知的拠点となることを目指して邁進してまいります。ご期待ください。

Japan, meanwhile, will continue to face the issue of a declining birthrate and rapidly aging population. It is estimated that the population will drop to approximately 49.85 million in 2100, which means the social structure of the country will change significantly. As a result, existing economic indicators such as GDP will no longer be fit for purpose. Going forward, society will need new indicators able to measure the enhanced creativity of human beings and other human values, surpassing simple indicators that merely measure and compare empty economic figures.

Toyo University strives to enhance its educational and research functions with the aim of becoming an educational and research institution that produces future leaders capable of responding to such changes in society. Specifically, our focus will be placed on the four Cs: “Commitment to Globalization,” “Challenge for Innovation,” “Creation of New Value” and “Contribution to Society.” We are determined to promote these concepts further.

Achieving these goals will require both the diligent efforts of our teaching faculty and the knowledgeable support of our administrative personnel to manage our university based on a clear and accurate understanding of what the future holds. The teaching faculty and administrative staff will make concerted efforts as “Team Toyo” to fulfill new social needs as they arise.

We are working hard to become a world-class intellectual center for education and research. I hope you will follow our progress with interest.

Chairman, Toyo University Incorporated Educational Institution Shinji Fukukawa

1932（昭和7）年生まれ。東京大学法学部卒業。1955（昭和30）年、通商産業省入省。内閣総理大臣秘書官、通商産業事務次官、（株）神戸製鋼所代表取締役副社長・副会長、（株）電通顧問・（株）電通総研代表取締役社長兼研究所長などを経て、2003（平成15）年3月から学校法人東洋大学理事となり、2012（平成24）年12月から現職。

Born in 1932. Earned a Bachelor's degree in law from the University of Tokyo. Hired by the Ministry of International Trade and Industry (MITI) in 1955. Has served in such positions as Secretary to the Prime Minister, as Administrative Vice-Minister of the MITI, Executive Vice President and Representative Director of Kobe Steel, Ltd., Executive Advisor of Dentsu Inc. and as Chief Executive Officer and Director of Dentsu Institute for Human Studies. Has assumed the positions of Trustee of the Toyo University Educational Foundation since 2003 and Chairman of the Toyo University Educational Foundation since 2012.

Having the Capabilities of understanding and transmitting our own culture are required for the understanding of different cultures

社会はいま急激に変化しています。不確実性が高まり、確かな未来へのシナリオが描きにくいこの時代をどう生きていくのかが問われているのだと思います。

本学は2014（平成26）年度に文部科学省の「スーパーグローバル大学創成支援」事業に採択され、10カ年計画で「TOYO GLOBAL DIAMONDS―グローバルリーダーの集うアジアのハブ大学を目指して」という構想を展開しています。

この構想に基づき留学生の受け入れを積極化したことで、留学生比率は全体の約7％にまで増えました。近いうちに留学生比率10％を実現したいと考えています。また、英語による授業は全体の約10％に達しました。また、各学部ではそれぞれの専門性に合ったプログラムで短期海外研修を行っています。その結果、当該事業の2017（平成29）年度における中間評価ではA評価を取得しました。

さまざまな取り組みの積み重ねにより、キャンパスの多様性が進み、学内で異なる文化や価値観に触れる機会が増えました。これからのグローバル人財にはさまざまな異文化や価値観を理解し活用する力が必要ですが、その背景には自国の伝統や思想の深い理解がなければなりません。自国の文化を理解し、それを異なる文化に生きてきた人々に説明できる力、すなわち「自文化理解・発信力」が必要なのだと考えます。

Today, our society is changing dramatically. Amid the heightened uncertainty, we should now ask ourselves how we should survive the times in which planning scenarios toward a predictable future is so difficult.

Selected in the 2014 academic year for the Ministry of Education, Culture, Sports, Science and Technology (MEXT)’s “Top Global University Project, Toyo University has been promoting its 10-year plan entitled “TOYO GLOBAL DIAMONDS: Becoming an Asian hub university for global leaders.”

Through our positive efforts to receive foreign students based on this concept, the ratio of foreign students to all students at Toyo University has risen to approximately 7%. Our goal for this ratio is 10% in the near future. The ratio of classes given in English to all classes has reached approximately 10%. Furthermore, short-term overseas training programs tailored to each specialty are provided by each faculty. As a result, we received an A-rating in the interim evaluation of the relevant business for the 2017 academic year.

Our accumulated initiatives have increased diversity on the campus, providing more opportunities to experience different cultures and senses of value at the university. While future global human resources need the capabilities to understand and use diverse cultures and senses of value, these should be based on a deep understanding of the traditions and thoughts of one’s own country. We believe that the understanding and transmission capability of our own culture, in other words, the capabilities of understanding our own culture and transmitting it to other people who have grown up in different cultures, is necessary.

本学の創立者である井上円了先生は、まさにグローバル性を体現した人物でした。円了先生はその生涯において海外視察に3度出向き、これからは日本人も世界で活躍できるように英語や中国語の教育が必要だと考えられました。本学のグローバル教育は、実はその頃から始まっていたのです。

また、大学では教育と並んで、研究分野の発展も非常に重要です。現在、本学では2020年の東京オリンピック・パラリンピックを研究成果で支援することを目的に大学独自の研究推進策を実施し、競技用ツールの開発や暑熱対策などの関連研究が活発に行われており、その中核となる研究計画が文部科学省「私立大学研究ブランディング事業」に採択されています。加えて、2020年に向けてアスリート支援やボランティア活動の推進などにも、よりいっそう注力して取り組んでいきます。

本学は日本のみならず、世界大学ランキングなどに代表される国際的な評価を高めることを創立150周年までの目標としております。国際的な評価が海外の大学との協定締結に影響を与えることはもちろん、卓越した大学と提携できれば、本学の学生をそこに留学させることができます。つまり、高い評価を得ることで、学生により良い学びの機会を提供できるわけです。そのためにも、本学に脈々と受け継がれてきた井上円了先生のグローバル教育を今後もさらに発展させていく所存です。

Enryo Inoue, the founder of Toyo University, exemplified the ideal features of globalization. While traveling to many foreign countries in his life, he believed that education in English and Chinese languages would be necessary for Japanese people to enable them to play active roles in the world. The global education of Toyo University essentially began in those days.

Furthermore, as a university, we highly value not only education but also the development of research fields. At present, we promote our proprietary research measures for the purpose of supporting the Tokyo Olympic and Paralympic Games in 2020 by using our research results. The researches relating to the development of athletic equipment and preventive measures against heat impact, etc. are being actively conducted, and the core research plan has been selected for MEXT’s “Private University Research Branding Project.” Additionally, Toyo University will exert further efforts focusing on supporting athletes and promoting volunteer activities toward 2020.

Toyo University has set the goal of improving both its domestic and international evaluations as represented by the World University Rankings by the date of the 150th anniversary of its foundation. International evaluation impacts the possibilities of concluding alliance agreements with overseas universities. In addition, an alliance with an excellent overseas university would enable us to send our students to such an institution. In other words, by obtaining high evaluations, we will be able to provide our students with even greater learning opportunities. For such purposes, we will strive to further develop the concept of global education advocated by our founder Enryo Inoue, which has been passed down consistently since the university’s foundation.

東洋大学学長 竹村牧男

President, Toyo University Makio Takemura

1948（昭和23）年生まれ。東京大学文学部印度哲学科卒業。博士（文学）。専門分野は仏教学・宗教哲学。1975（昭和50）年に文化庁専門職員となり、以降、三重大学助教授、筑波大学教授を経て、2002（平成14）年から東洋大学教授。文学部長などを歴任し、2009（平成21）年9月から現職。

Born in 1948. Holder of a Ph.D. in Literature.Earned a Master's degree in Indian philosophy at the University of Tokyo's Graduate School of Humanities. Specialties are Buddhist studies and religious studies. Hired as a specialist by the Agency for Cultural Affairs in 1975. Later became an assistant professor at Mie University and a professor at the University of Tsukuba. Became a professor at Toyo University in 2002. Prior posts include a stint as the Dean of the Faculty of Letters. Has served in present post since September 2009.
