Saitama-Cebu Comprehensive Human Resource Project: 2nd Saitama Training Program Implemented at Toyo University Kawagoe Campus

From October 25 to November 7, 2015, the second delegation of 10 selected university students from the Province of Cebu, the Philippines, and five other people involved, including teachers and provincial officials, stayed in Japan to receive training in various topics, including “Japanese Manufacturing Spirit,” in Saitama Prefecture and other locations. This training was provided as part of the Saitama-Cebu Comprehensive Human Resource Project, which is in its third year after being adopted as one of JICA’s projects for Technical Cooperation at the Grass-Roots Level.

This project is being implemented through cooperation among universities and companies in Saitama Prefecture for three years, from fiscal 2013 to 2015, aiming to contribute to the development of human resources leading the Philippines’ manufacturing industry in the future, by teaching the approaches that have supported Japan’s own manufacturing industries, including management philosophy, to students and other people from the Province of Cebu, the Philippines.

On Thursday, November 5, the delegation visited Toyo University Kawagoe Campus, and, after observing the Symbiotic Robot House and visiting the library, the students and teachers separately attended their workshops.

In the workshop for students, our students at the Graduate School of Science and Engineering made presentations in English, beginning with self-introductions, on various topics, including their research subjects. Questions on points of interest were asked and answered by the students beyond the borders of nations and academic disciplines.

In the workshop for teachers, Professor Tsutomu Fukute, Department of Civil and Environmental Engineering, Faculty of Science and Engineering, made a presentation on the development project of Tokyo International Airport (Haneda Airport), in which he participated. Since the Province of Cebu is preparing to enlarge Mactan-Cebu International Airport, which has become too small for the increased air traffic, this presentation was accepted as a very interesting and valuable one.

After the workshops, President Christopher Maspara, the University of San Jose - Recoletos, and President Makio Takemura and Vice President Kazuo Takahashi (Director of the Center for Global Education and Exchange), Toyo University, held talks, and students experienced tea ceremony as a demonstration of Japanese culture. All the people, including students and teachers, enjoyed having international communication in such a friendly atmosphere.

Toyo University hopes to continue promoting initiatives for international collaboration among industry, academia, and government, as well making international social contributions through this project, under the leadership of the Center for Intellectual Property & Innovation and the Faculty and Graduate School of Science and Engineering.

[Outline of Saitama-Cebu Comprehensive Human Resource Project (fiscal 2013–2015)]

1) Send teachers from universities and companies in Saitama Prefecture to teach university students of engineering in the Province of Cebu, the Philippines, and create Saitama Prefecture’ version of a Comprehensive Human Resource Cultivation Lecture, to help the students understand what Japanese companies consider important, such as their enthusiasm for manufacturing and basic thought, introducing the technical abilities of companies in Saitama Prefecture

2) Establish councils for implementing projects in both Saitama and Cebu through cooperation among industry, academia, and government, and collaborate in the development of human resources with the aim of continuously contributing to the provision of human resources for Japanese companies, while establishing an international industry-academic-government network

Toyo-University’s original textbook Life in the Real World, which inspired this Saitama-Cebu Comprehensive Human Resource Project of JICA, and the Japanese edition of Generic Skills Notebook (created in the project for the development and verification of industry-academia partnership programs for human resource cultivation, etc. by the Ministry of Economy, Trade and Industry), on which the above textbook is based, are both available as e-books.
