The public lecture series, Program of Global Human Resources Development was held in Skyhall on the 16th floor of Building 2 on Hakusan campus, Toyo University, spanning two weeks (Friday, Nov. 22 and 29, 2013). The lectures were sponsored by the Department of International Regional Studies.

On the first day (Friday, Dec. 22) of the public seminar series, after greetings by Toshinobu Fuji, Dean of the Department of International Regional Studies, the lecture  “Can internationalization of universities escape dependence on public funds?” was given by Prof. Shingo Serizawa. At the lecture, outsourcing as a mechanism of development to promote continuous internationalization without support from public funds and the possibility of becoming a corporation were mentioned. Afterwards, General Manager Shinichi Adachi from the International Office, Waseda University and President Yasuyoshi Uemura from Musashi Academy, discussed business outsourcing and projects, presenting reported examples and issues.

And in the next discussion, factors hindering nationalization of universities and their effective countermeasures were lively discussed by Prof. Serizawa, General Manager Adachi and President Uemura, and guests Osamu Aruga, Director of the Office of Higher Education, Higher Education Policy Planning Division, Ministry of Education, President of Temple University Japan, Bruce Stronach, and Tadashi Yokoyama, CEO  of Agos Japan inc.

The second day was held on the following week (Friday 29). Opportunities to study abroad and guarantee of quality were presented in the report by Prof. Serizawa, entitled “Diversification of Foreign Studying and Learning Achievement Analysis”. Next, two lectures entitled “Development of a Foreign Study Program and Issues in farming and fishing villages in Japan and Indonesia” by Lecturer Shingo Hanada and Associate Prof. Osamu Kobayashi from Ehime University, and “Global Competency” by Lecturer Kazuhiro Kudo, Dokyo University were given.

Reports were presented in “Learning from students in the Field” by Lecturer Atsushi Kawasumi, Assistant Teacher Gaku Manago, Lecturer Chihiro Nakayama, and Lecturer Fuko Kobayakawa, At the end of the lecture, a question and answer session was held for over 20 minutes, with various views and questions expressed by those in attendance.

In the Department of International Regional Studies, raised as a pillar in global human resources, “The Project for Promotion of Global Human Resources Development Type B (Faculty/school-specific)” was adopted by Ministry of Education/Japan Society for the Promotion of Science since 2012. Various plans have been implemented to develop global human resources up to now, and by adopting this project, more programs to develop human resources from new approaches can be prepared.
