The Objective of the Study and Purpose


In the 2nd term, the theme is the "the study about the watch and the independent support, corresponding to senior citizens, persons with disabilities, and social isolations of the children". The watch and independent support which corresponds to the social isolation, the state of the general support methods and systems, are being considered.


 In recent years, as the characteristic of the study about the support of social welfare, with the fluctuation of social economic structure, poverty and income differential, isolation and lonely death, abuse, consumer damage, homeless, and working poor, the difficulty of the various lives with embrittlement on social relation are taken up. To the complexity of such problems, building of a multilateral support system is desired. At our center, while planning for the cooperation between the 4 group units mentioned below, under the sites and the cooperation with the administrative staffs in charge, it is being studied overall, aiming for the formation of the network system, and the policy and system.


 At the " Research Unit for Elderly", a system of watch and living support by the residents, specialized agencies, administration are considered in the center, for the elderly people with dementia, senior citizens living alone, and people facing social isolation and living difficulties. At the "Research Unit for People with Disabilities", it is studied about the "own decision support" and development of a program, which are indispensable for intellectually-disabled people's independent living, supporters' education, and the area living support. At the "Research Unit for Children", a program of the child home support, which makes the fatherless family as the main concern, staff training is put into effect, and the outcome is expanded in the child care support of ordinary homes. Research Group for Theory and History which carry 3 units of common foundation are set up and research activities beyond the limit of the unit are performed.


 Through research activities of these unit groups、and from the angles of the watch and living support, the support system in the area debated dispersive in each field up to now, we aim come to a theory as a general area support system. We are aiming to get a long-term view about the state of the future social welfare's support system in Japan. To the young researchers (Research Assistant, Ra), through the exchange at the site of social welfare, the ability which can contribute to systematic making of practical business affair data and analysis, we plan for the training of the management skills of the research project.


 Our study receives the adoption of the Ministry of Education, Culture, Sports, Science and Technology "Mext-Supported Program for the Strategic Research Foundation at Private Universities", and is put into effect.

Purpose and General Significance of the Study


 During the second term of the project, the theme was “General Research on Handling Social Isolation by Supporting Independence and Watching over People like Children, Senior Citizens, and People Suffering from Disabilities.” During this period, general support methods, state of the system, and structure for supporting independence and maintaining a close watch to address social isolation were investigated.


 In recent years, various difficulties in life that accompany socially related vulnerability such as poverty, income inequality, isolation and deaths in isolation, abuse, consumer damage, homelessness, and the working poor have been recognized as changes that accompany the socioeconomic structure. These are characteristic findings of studies related to supporting social welfare. The complexity of such issues has necessitated the construction of a multifaceted support system. This center attempts to establish mutual cooperation among the four groups or units below. While doing so, the center will cooperate with administrative and onsite officials to conduct general research aimed at creating policies, a network, and a system to help with these issues.


 The senior citizens’ unit primarily investigates a system run by citizens, that is, administration or specialized institutions to support lives of people who are socially isolated or have difficulties with the practicalities of living and senior citizens who are living alone or who have cognitive impairments. The disabilities unit conducts studies related to supporting community life, training people to offer support, and developing a program to support the autonomous decision making of people with intellectual disabilities (a skill essential for them to lead independent lives). The children’s unit supports families with children by creating a program primarily focused on households with a mother and child; in addition, they train staff members and propagate their results to help support average families raising children. Moreover, a theory and history group has been created to handle these three units’ common foundation, and they conduct research activities that transcend each unit’s framework.


 Through these units and groups’ research activities, the regional support system that has been discussed separately in each field will be theorized into a more general regional support system based on the perspective of lifestyle and care-giving support. These groups’ research activities are an attempt to obtain a long-term outlook on how support systems for social welfare will work in Japan in the future. Furthermore, this project attempts to train young researchers (research assistants) in the abilities to manage research projects and contribute to the creation and analysis of practical and systematic data by having them interact in real-life social welfare situations.


 This study was chosen for the Ministry of Education, Culture, Sports, Science and Technology’s “Program for the Creation of a Strategic Research Foundation at Private Universities,” and it is being conducted accordingly.
