Research Goals and the Outline (Research Center for Development of Welfare Society

Research Center for Development of Welfare Society, received Mext-Supported Program for the Academic Research Promotion Work in Private Universities (Mext-Supported Program for the Strategic Research Foundation at Private Universities) in fiscal year 2007.Started in October, 2007, with project 1 based in Hakusan campus, in a study system by project 2 based in Asaka campus. Studies are being advanced.

◆Gist of a study and the purpose

Since putting it in the modern society, it's said that formation of the welfare society which is formed on the fixed harmony of the informal sector which are public sectors of a country and an autonomous body and the family, etc. as a result of the criticism and each sector including volunteer's private nonprofit sector and also private profit-making sector at the bottom of the fixed condition to the big government by a welfare state is important. Among these they're an autonomous body and a local community that the central role is expected, and various plans are drafted, and it's put into effect. It's a destination in this research center to consider how a welfare society is formed out of a medium such movement in conformity with the current state of the large metropolitan area autonomous body and the local autonomous body.

Since it's put in the medium mountain area in particular, 40% in the whole plow land is distributed. About 1/7 of the entire population is living, agricultural and forestry industries decline. A population decrease and aging are conspicuousness. The community is being also rotted. It is not in the situation that a general solution of intermediary area between plains and mountains promotion can be drawn. By this research, the state of the promotion of intermediary area between plains and mountains is made clear and the respective states between the big city, the medium size city and the local city are considered in conformity with a rehabilitation plan in the Nagaoka-shi Yamakoshi area where Nakakoshi earthquake is a disaster area.

◆Study system and the study outline

At this research center, Metropolitan area autonomous body, Local medium-scale autonomous body, About the state of the respective welfare society formation in a medium mountain area autonomous body, a comparative study is being performed. Therefore, we am building 2 following projects and planning for mutual cooperation.

Project 1

Autonomous body welfare, health plan and formation of a welfare society in an area

(1) study plan

Project 1-1 “Welfare in a metropolitan area autonomous body and a local medium-scale autonomous body, decision of a health plan and structure functional approach about practical use”. The ward of the metropolitan area and a city, local old people's welfare in an autonomous body and health plan, Insurance of the elderly care plan, person with disability welfare program, child care support plan, the decision process of the plan of an area welfare program, the contents, about the situation of the practical use, it is considered from the angle of the welfare society formation in an area. Its structures and functions are made clear.

Project 1-2 “Transformation of a local community and formation of a welfare society”, the senior citizen isolated in an area, misusage child, person with disability, the generation mechanism of a minority group of a street person and an exaggerated stay foreigner is made clear as well as a possibility of subsuming to these people's welfare societies is considered.

(2) approach

Both projects, the residents, hearing to an autonomous body staff and the person concerned, we question. Through mutual discussion with these persons concerned. The place where a way of a case study of organization is developed is distinctive.

Project 2

Research about promotion of intermediary area between plains and mountains

(1) study plan

In a problem Yamakoshi area faces, immediately, a. senior citizen living independent support, b. senior citizen's healthy independent support and, c. support built with living and an address and d. securement of an industrial development in an area and resident's living and .e. preservation of community culture, succession and f. landscape planning and .g. the wide interdisciplinary general research which includes a welfare society system planning based on an administrative partnership and a pilot project planning in Yubu area is performed with a resident. Forcing oriented to a plan, the participation type study to the promotion project.

(2) ways of study

With each research field, a. abstraction of an actual condition survey and a main problem, b. survey in detail about a main problem, c. the preceding case research of a match to a main problem, d. suggestion to Yamakoshi rehabilitation plan. Proposal to, e. intermediary area between plains and mountains promotion, it is advanced by 5 stages.

The Research Center for the Development of a Welfare Society was selected for the 2007 project to promote more sophisticated academic research (currently the project to support strategically building research foundations). Using a two-fold research system comprising two projects, the Center initiated this research in October 2007. Project 1 was based at the Hakusan Campus, and Project 2 was based at the Asaka Campus.

◆ Purpose and General Significance of the Study

In modern society, welfare society with a certain level of harmony among its various sectors is considered to be important as there have been criticisms of expansive government because of the welfare state. [Editor1] These sectors include the public sector comprising national and municipal governments; the informal sector comprising families; and the private, nonprofit sector comprising volunteer organizations and, in certain conditions, the private for-profit sector. Groups expected to play a central role among these actors are local municipal governments and regional communities, and these groups are proposing and implementing a wide variety of plans. As this movement progresses, this research center aims to investigate how a welfare society should be created on the basis of the current state of regional and large urban areas’ local governments.

This is particularly important for foothill and mountainous regions, with 40% of the total arable land and approximately 1/7th of the total population. Thus, agricultural and forestry industries are declining. Declining population and increased age are also becoming ever more noticeable, and communities are in the process of collapsing. This is not a situation in which a single general solution can apply. However, this study clarifies how stimulation of foothill and mountainous regions should occur on the basis of the recovery plan for the Yamakoshi district of Nagaoka City, which was struck by the Chuetsu earthquake. Furthermore, this study investigates how stimulation should occur in large cities, medium-sized cities, and regional towns and cities.

◆ Research System and Overview of the Study

This research center conducts studies that compare how a welfare society is created for municipalities in the Tokyo area, in medium-sized regional areas, and in foothill and mountainous regions. To accomplish these comparisons, this study establishes the following two projects and attempts to coordinate them.

Project 1

Municipal Welfare and Health Plans and the Creation of a Welfare Society in Regional Areas

(1) Research plan

Project 1-1 is titled “A Structural and Functional Analysis of the Formulation and Execution of Health and Welfare Plans for Medium-Sized Regional Municipalities and Municipalities in Tokyo.” From the perspective of creating a welfare society in regional areas, this project investigates and clarifies the process of deciding on a plan, the plan’s content and operational states, and the plan’s structure and functions. Such plans specifically include health and welfare plans for the elderly in regional municipalities and cities and districts in Tokyo, nursing insurance plans, welfare plans for people with disabilities, parenting support plans, and regional welfare plans.

Project 1-2 is titled “Changes in Regional Communities and the Creation of a Welfare Society.” This project clarifies the mechanism by which socially vulnerable groups come about in regional areas: isolated senior citizens, abused children, the homeless, people with disabilities, and foreigners who have overstayed their visas. The study also investigates the possibility of including these people in the welfare society.

(2) Research Methods

Both projects interviewed and administered a questionnaire to citizens, municipal government officials, and stakeholders. These projects uniquely develop a method for case studies of organizations through mutual dialog with all stakeholders.

Project 2

Investigative study on stimulating foothill and mountainous regions

(1) Research plan

This project conducts broad interdisciplinary general research based on issues faced in the Yamakoshi district, including: a) supporting senior citizens’ independent living; b) supporting senior citizens’ health independence; c) supporting the creation and manner of housing; d) guaranteeing residents’ livelihood and stimulating regional industry; e) protecting the passing on of local culture; f) planning scenery; and g) planning a pilot project for the Yubu district or planning a system for a welfare society based on a partnership between residents and the administration. This project contributes to the stimulation plan and is strongly plan-oriented.

(2) Research Methods

Research in every field will move forward according to the following five stages: a) factual investigation and extraction of key issues; b) detailed investigation of key issues; c) survey of previous initiatives to address the key issues; d) proposal of a reconstruction plan for Yamakoshi; and e) proposal of a stimulation plan for foothill and mountainous regions.

福祉社会開発研究センターは、平成19年度学術研究高度化推進事業(現・戦略的研究基盤形成支援事業)の選定を受け、平成19年10月に発足しました。白山キャンパスを拠点としたプロジェクト1と、朝霞キャンパスを拠点とするプロジェクト2による研究体制により、研究を進めています。

研究の趣旨・目的

現代社会においては、福祉国家による大きな政府に対する批判の結果、国や自治体などの公的セクター、家族等のインフォーマルセクター、ボランティアなどの民間非営利セクター、さらには一定の条件の下での民間営利セクターを含む各セクターの一定の調和の上に形成される福祉社会の形成が重要であるとされています。このうち、中心的な役割が期待されるのは自治体と地域社会であり、さまざまな計画が立案され、実施されています。こうした動きの中から、福祉社会はどのように形成されるのかを、大都市圏自治体と地方の自治体の現状に即して検討することが本研究センターの目的です。
特に中山間地においては、全耕地の40%が分布し、全人口の約1/7が生活していますが、農林業は衰退し、人口減少と高齢化が目立ち、コミュニティも崩壊しつつあります。中山間地域振興の一般解を描きうる状況にはありませんが、本研究では、中越地震の被災地である長岡市山古志地区の復興計画に即して、中山間地域の振興のあり方を明らかにし、大都市、中都市、地方都市間のそれぞれのあり方を検討していきます。

研究体制・研究概要

本研究センターでは、首都圏自治体、地方中規模自治体、中山間地自治体におけるそれぞれの福祉社会形成のあり方について、比較研究を行っています。このため、次のような2つのプロジェクトをたて、相互の連携を図っています。

プロジェクト1

自治体福祉・保健計画と地域における福祉社会の形成

(1) 研究計画

プロジェクト1-1「首都圏自治体及び地方の中規模自治体における福祉・保健計画の策定と運用に関する構造機能分析」 首都圏の区・市及び、地方の自治体における老人福祉・保健計画、介護保険計画、障害者福祉計画、子育て支援計画、地域福祉計画などの計画の策定過程、内容、運用の状況について、地域における福祉社会形成の観点から検討し、その構造と機能を明らかにする。
プロジェクト1-2「地域社会の変貌と福祉社会の形成」地域において孤立する高齢者、虐待児童、障害者、ホームレス、オーバーステイ外国人などのマイノリティグループの発生メカニズムを明らかにするとともに、これらの人々の福祉社会への包摂の可能性について検討する。

(2) 研究方法

2つのプロジェクトとも、住民、自治体職員や関係者へのヒアリング、アンケートなどを行い、これらの関係者との相互討論を通して、組織の事例研究の方法を開発するところに特色がある。

プロジェクト2

中山間地域の振興に関する調査研究

(1) 研究計画

山古志地区の当面する課題に即し、a.高齢者生活自立支援、b.高齢者の健康自立支援、c.住生活・住まいづくり支援、d.地域の産業振興や居住者の生計の確保、e.地域文化の保全と継承、f.景観計画、g.住民と行政のパートナーシップに基づく福祉社会システム計画や油夫地区のパイロットプロジェクト計画などを含む幅広い学際的な総合研究を行う。計画志向の強い、かつ振興計画への参与型研究である。

(2) 研究の方法

各研究分野とも、a.実態調査と主要課題の抽出、b.主要課題に関する詳細調査、c.主要課題への取組みの先行事例調査、d.山古志復興計画への提案、e.中山間地域振興への提言、の5ステージにより進める。
