6-1. National Health Insurance

 Anyone staying in Japan for 3 months or more is obligated to enroll in the National Health Insurance Program. When visiting medical institutions, you will be exempt from 70% of medical and pharmaceutical fees by showing your National Health Insurance card.

6-1-1. Applying for National Health Insurance

 Apply/Inquiry: National Health Insurance Division at the municipal office (after completing resident registration)

(1) Medical examinations and treatments where insurance does not apply, bed fee difference, meal fee borne by patient while hospitalized, cost of materials, etc.
(2) Health check-ups 
(3) Immunization
(4) Cosmetic surgery 
(5) Orthodontics
(6) Normal childbirth or abortion for economic reasons (abnormalities during delivery shall be covered by insured medical treatment.)   
(7) Injuries Sustained during work (Such cases are covered by worker's compensation insurance)

6-1-2. Cases of High Monthly Medical Care

 If hospitalized for a long period and the expenses borne by the insured for medical expenses for
a month or more (the 1st to the last day of the month), costs (except for hospital bed fees, meal
fees, medical expenses for health insurance outside of the treatments) that exceed the fixed
amount (35,400 yen) will, in principle, be refunded after filing a claim.

・Filing method/period: After 3 months of receiving treatment, a notice for file ("Notice of Determination for High Medical Care") will be sent directly to your address from the National Health Division at your municipal office. Follow the structions to complete the process.

6-1-3. Cases Where Covering the Full Amount of Medical/Pharmaceutical Fees is Difficult

 In cases where it is difficult to pay the full amount owed (30% of medical and pharmaceutical fees), there is an "entrusted payment" system to pay only the amount owed with approval from medical institutions beforehand. Designated procedures are required at the National Health Insurance Division at the municipal office where you completed resident registration.

6-1-4. Other Benefits from Enrolling in Japanese National Health Insurance

・National Health Insured Childbirth:
For each perinatal birth, about 420,000 yen will be paid as a lump sum payment for birth.
・National Health Insured Death: Financial aid is provided for burial expenses.

6-1-5. Extension of Expiry Date of National Health Insurance

 When the date of expiration of National Health Insurance passes, please complete the necessary procedure for its extension. After the extension, you are expected to make a photocopy of the new National Health Insurance card and submit it to Administration Office.


6-2. Medical Care at Akabanedai Campus
6-2-1. Doctor’s Office

 There is a Doctor’s Office on Akabanedai campus that can apply first-aid for sudden illnesses or injuries. The cost of treatment is free. They also have referral services for medical institutions.
* Student ID card is required.


6-2-2. Annual Physical Exam

 An annual physical exam is available free of charge. Physical exam certificates are required when applying for jobs and scholarships, as well as for participating in athletic courses. If you do not undergo the annual physical exam, a certificate will not be issued to you for the year. If you did not undergo the physical exam, you must go to a hospital on your own and pay for the examination out of pocket (Cost: Approx.7,000 - 10,000 yen).

6-3-1. About the Student Consultation Office

 Student Consultation Office is a place where you can sort out problems and find solutions by talking with a counselor. The counselor can provide information, as well as introduce an appropriate organization or institution to help you solve problems. Confidentiality is strictly observed.

Please visit the Student Consultation Office if:
 ・ You suffer in relationships with your friends, boyfriends/girlfriends, or family members.
 ・ You easily feel nervous and often become embarrassed.
 ・ You cannot focus on anything due to bad physical and mental conditions.
 ・ You do not feel well, and easily become worried or irritated.
 ・ You lack motivation to do anything, and this disturbs your daily life and/or studies.
 ・ You cannot imagine how you will live your life.
 ・ You cannot bring yourself to like yourself.
 ・ You have a problem with club activities.
 ・ You are not sure where to find employment or what to do after graduation.
 ・ You are involved in troubles, including fraud.
 ・ Although you have something you want to ask or discuss with an instructor, you do not know how to do so.
 ・ You do not know how to study (how to write a report or thesis).
 ・ You are being harassed.

6-3-2. How to Receive Counseling Regarding Mental Health

 You may feel much stress in the new environment and student’s life, which may disturb your life rhythm and impair your physical and mental condition.  If a disaster or accident occurs, it can be very easy to panic. Be sure to understand what to do before any disaster happens.

2. When evacuating, stay as low to the ground as possible and cover your mouth and nose with towel or handkerchief to avoid inhaling smoke.
3. Never use the elevators.
